I looked into this a little bit more and my understanding now is that guys not being offered a scholarship do not have to sign a NLI, and a school is not allowed to comment on players until they either sign an NLI or they enroll. So Waskow, Bieber, Rudolph, Fish, Lambert, Beyer, O'Malley and Dunn who all still have NIU commitments pinned to their twitter pages just may not be signing NLI's which is why they haven't been formally announced. That does mean they could change their minds at any time, but as of now looks like they are all expected on campus in the fall making this class even more impressive!
