Keep in mind that the vouchers would be federal funding on top of existing state and local funding. And if you cut out administration and woke social engineering then you'd free up a lot more money to augment. And it's my (not particularly informed, admittedly, but just what i've read) understanding that the typical problem is getting teachers down, not up, to 20 students apiece. And it's just a framework idea, would need to be fleshed out.
