Note two things:

To #2, no one has suggested that the problem is limited to Texas (not sure why you're even saying that). I would imagine that inner city schools have different issues than rural schools. There's likely some funding issues, but I would harken to guess to a much different extent.

To #1, it would be interesting to see how countries with similar densities to our rural areas manage their rural schools. What mechanisms are they using to make sure schools are sufficiently funded and operating effectively. I'm not saying there isn't potential administrative bloat in the US compared to foreign countries, but I'd like to compare apples to apples. And back to #2, I'd like to compare apples to apples in the US. I'm almost positive the per pupil spend is greater in rural areas compared to urban. But even so, there is still a struggle to provide school services in some regions because of how sparsely populated the region is.
