Please be more specific, because I am completely unaware of any lines where you can report things that aren't subject to reporting. Many things on your taxes matter under certain circumstances, so you are required to disclose them... even if they ultimately don't factor into your tax calculation. That's not what I'm discussing.

Said differently... and being simple... where are you supposed to report the amount of money you spent dining out with your wife if you aren't trying to claim it as a deduction somehow?

99% sure that Page 23 shows the instructions for how one would report a gift:

It goes into detail on Page 23 about what constitutes a gift. Most notably for Thomas, "gifts other than food, lodging or entertainment, such as transportation that substitutes for commercial transportation" is not included in the reporting exemption.
