Thomas by all indications has 100% played by the rules. And no, you can't really hang out with truly wealthy people without accepting lavish gifts because truly wealthy people don't do 'cheap' things. They don't go to Bennigans... they don't fly coach... they don't stay at cheap hotels. If you want to 'hang out' with them, you're going to have to go to expensive places and travel by expensive means... and ESPECIALLY if you can't 'purchase' a room at their vacation home or a seat on their private plane, then you REALLY can't pay for anything, even if you wanted to.

More, despite your claims about 'how this looks', it is SPECIFICALLY AND DIRECTLY exempted from reporting, even in your own article. So this 'pattern of non-reporting' is actually FOLLOWING the law.

If you don't like how it looks, then change the law. You're not holding them to a higher standard; you're holding them to a standard that is not at all what the law says. That would be like expecting a public official (maybe the secretary of energy) to drive 55 in a 65 as some sort of demonstration of their committment to saving energy?? So literally, you're supporting judicial intimidation (which is a DIRECT violation of the law) while also claiming some sort of moral expectation that is ALSO in direct conflict with the law. If she doesn't like the law, then change it. That's LITERALLY her job. Intimidating or attempting to intimidate a justice is a federal crime.
