They usually have very a long list of strict anti-bribery and anti-corruption laws, a legacy of the path to power of the executive whose powers were expanded and expanded. China's laws are draconian, as were the Soviet Union's. North Korea, Saudi Arabia, the Third Reich, post-Revolution France, Cromwell's dictatorship, Putin's regime, etc., etc. - the laws are extremely strict and give the ruler the pretext to prosecute or even execute any representative or judge, any time.

These places have history, too. They didn't appear out of nowhere. Google "Weimar Republic" for an example of elected representatives desperate to give a Chancellor all the authority he needed to fix things.
