Did not know that, but it makes sense that (blacks in free states) + (free blacks in slave states) = majority of blacks. Probably just the ones in free states would be enough. Makes it even harder to figure out how reparations would be awarded.

I heard that only about 3-5%% of southerners were slaveowners. I think people here understand that, but a lot of the general public may not.
