If the baby was a miscarriage at her last appointment, the OB clearly thought she was safe to 'schedule' the D&C. Apparently the ER doc, even after the pain agreed... and you would assume that he spoke with someone about that... either the staff OB or HER OB.... so there is at least some consensus there.

The other option is that the baby would have been diagnosed by the ER doc as a miscarriage... and still, consulted with someone about the D&C.... and the decision reached was that she could safely wait.

I note all of this because the REALITY is so vastly different from the story we're being 'sold'... where they ASSUME (Note that they even say that) that it was delayed because of the new laws.

There have been reports of hospitals increasingly sending patients home to pass the fetal tissue on their own (and being more reluctant in general to offer a surgical D&C). This could be one of those cases, TBH.
