As for the AG “enacting” it, what does that mean? That the AG has discretion in what laws to actually enforce? That he can unilaterally decide to not enforce, say, a voting law or a gun law, instead waiting for different legislation or maybe another election? That sounds like a very powerful office to me.

AGs don't enact laws. That is the province of the legislative branch. AGs enforce laws, or can decide not to enforce them (within limits). I think what Lad meant is that the AG decided to enforce it once RvW was overturned.
