There will be 4 most likely. The networks' desires to keep the Big 12 flush took a nose dive today. I expect Kansas and Oklahoma to be a little more antsy now.

But, I wouldn't rule out 3 either. The best possible competitive balance is more easily acquired with 3 conferences of 20 each than it is with 16, 18, or any other skewed number. If the ACCN doesn't payout as expected by its third year 2021's conclusion then the prospect for 3 becomes even more likely. If the ACCN pays out as expected it will be four.

Even if the PAC does nothing, I don't see them getting raided because the distance for full conference membership to the Big 10 or Big 12 is still too great. Minor sports would get crushed.
