This is an article from 2015. The article mentioned Howard University and their debt issues. They seemed to be in danger of closing as well.
South Carolina State is also mentioned for their debt issues.

There was a bill back in 2016 could forced, UNC-Pembroke, Western Carolina, Elizabeth City State, Fayetteville State and Winston-Salem State to lower tuition, a name change and become a 2 year school.
