I guess it depends both on the quality of the student-athlete and also on how many years of eligibility he has left. More of the first and more of the second make it a better idea.

My only concern is how this would affect recruiting. My impression now is that we are selling recruits on the idea of getting early playing time. If, however, we get a grad transfer QB and he starts/plays the majority of the game time then our two freshmen (sophomores next year) get correspondingly less playing time. This would show the recruits that we are willing to sell them on playing time but if someone better comes along then all bets are off. Would that make a recruit less likely to commit to Rice? Would that make it less likely that our current QB's choose to stay at Rice?

Of course, that all may be overshadowed by a dramatic improvement in winning. Have a nice turnaround season in 2019, say something like 8-4, and I bet it would be a lot easier to recruit better players.

The last grad transfer QB was...let’s say not very good. Green would be a redshirt freshman next season. They were able to preserve his redshirt.

Russel Wilson was a grad transfer and he crushed it for Wisconsin. Grad transfers and regular transfers can be good or bad - we shouldn’t immediately think they’ll be our savior or poo the bed.

I do think Green showed great potential and will likely be the front runner for starting QB next year, unless someone really impresses us.

Evan M started over Green, before he got hurt and is a true duel threat. Why would you think Green is the front runner?

Because of how Green played once he came in for Marshman. He played well given how inexperienced he is, and showed enough promise to put him at the top of the heap.

Why wouldn't Green be the front runner? He may have been below Marshman at the start of last year, but there's no reason that should have any bearing on the situation going forward. And if Marshman performs better than Green in practice, I expect him to hop back over Green. I don't really see this coaching staff as being shackled to a single QB, regardless of talent.

With all respect, they truly did appear to be shackled to a single QB this last season in Stankavage.

If you mean have they determined a priori whom will be the QB, I would probably both hope for and agree with you.

But the phrase bolded above doesnt really hold true as for all instances, as the preoccupation very definitely took hold for the season and they appeared to be shackled to Stankavage for those purposes.
