By googling the title of the data on the 2nd link, I was led to the following site. It's basically the same data, but more recent, although lacks a "grade" column.

That link right there is better, but there were a few surprises on that list, IMO. I thought that Truett McConnell was doing ok, but not according to the link!!!
And all branches of the University of Puerto Rico are having big time problems right now, even the flagship (Rio Pedras) and the land grant (Mayaguez)!!!!

The schools in Puerto Rico have been hit by hurricane after hurricane after hurricanes on that island. They have been spending a lot of money to repair the damage they get. I don't think it is like mismanagement of funds, but just being unlucky being on an island that gets slammed by storms a lot.
