California's travel ban makes it very hard for either Rice or UTEP to get votes. Pretty much forces SJSU, Fresno State, and SDSU to vote against the Texas schools Anyone else even abstaining and they wont get in. Basically ESPN or CBS has to tell the MWC it's worth enough value to every school for them to be added, and it has to be a lot of money to get one of the Cal State's to flip their vote and deal with the travel ban hassle.
