GT left over scholarship limits. And on that vote, Bear Bryant didn't show up to vote on behalf of the measure to reduce scholarship limits when he promised Dodd he would. That was the decisive vote. GT left the next day. Tulane left soon thereafter.

The SEC ended up adopting more sane scholarship limits anyway. So Dodd was right over the long haul. The NCAA ultimately instituted scholarship limits to what they are today which is a FRACTION of the roster size from back then when you could have the better part of 200 players on scholarship.
