When the voters of B'ham chose a "weak Mayor - strong Council" form of government in 1962, almost none of you were alive or of voting age (21 at that time). That is what we chose then, and what we still have. We are hearing / reading complaints about the B'ham Mayor not having the decision making powers we see in mayors of other cities. Take your complaints to the Council which controls the city's pursestrings. The Mayor cannot promise or spend a dime of city funds on his own (regardless of race).

Sounds as if the decision has been made to move forward, Announced it on Wjox not going to cite what was heard though.
