You combine these three points together, and that's the formula for why there's so many people down there during the game.

My opinion on the matter is going to be unpopular... isn't it a $1k donation to get the rights to buy those tickets? So I don't think beer sales should happen outside of those designated areas, otherwise you lose on the bottom line. Bringing the beer out of there is another issue, I don't necessarily have a problem with it, but it does slightly increase your chances of having a negative encounter with an overly drunk person in the stands/concourse. If my choice is to have a drunk person in front of me getting refills from the garden OR an empty seat since that person would have to stay in the garden, I'm going to choose the empty seat even if it looks worse on tv.

I think the obvious answer is to see how the stands look this season with the new seating area and club, and see if adjustments need to be made.

I doubt allowing people to take beers out of the beer garden would cause there to be more super drunk people roaming the stadium. If you have to go down there, get a beer, go back to your seat, consume said beer, then go back wait in line, and repeat, it would be pretty hard to get enough beers to get/stay super drunk. The people who want to get wasted are going to bring their own liquor or just stay in the beer garden for the entire game.
