I think the upper deck cmett is referring to is a third deck, like the one the was originally part of phase 2 of the original proposal. But there have been no renderings of what the stadium would look like when all phases are completed. I wonder if that upper deck on the east side will ever happen. Don't be surprised if the full capacity of this stadium is only around 25k.
