What steps? Other than outlawing bump stocks---I dont know what you can do. The guy appeared to be a law abiding perfectly normal citizen. The scariest thing about this incident is Im afraid its shown ISIS and other terror groups how easy it really is to hit American soft targets with a well planned attack using fairly easily obtainable weapons augmented by modifications you can buy off the internet.

Outlawing bump stocks? Great idea. It's a start.
