Would we have had UCF? Or would the BE stopped at 9 if they had accepted the ESPN contract?

The vote on the TV contract & UCF's invite were going on at the same time. In this alternate history Judy Genshaft (USF's President) doesn't continuously block UCF's invite creating instability in the conference. Big East gets to 10 & accepts the ESPN contract.

Even if the Big Ten and ACC don't go to 14, the Big East will lose TCU and WVU to the Big 12 as backfill. WVU moving is less likely than in our timeline, but the Big 12 will need someone for #10. If not WVU, then Louisville?
