It is an unofficial HBCU since they are mainly serving African American, the politics will fight against having them merged like the schools in the south.

I don't think that'll be as much of an issue as it would be for schools down south because CSU is not officially an HBCU.

It'll be difficult to close none the less.

CSU had the political protection of Emil Jones, Jr who was a state rep and senator forever, and President of the Senate from 2003-2008. His son has his Senate seat now, so I'm assuming you'd have to fight the black part of the Chicago Democratic machine to do anything to touch Chicago State University.

So even though it's not an HCBU by origin or by federal designation, it is politically the equivalent--any move to close or merge Chicago State is likely to be painted as an attack on Chicago's black community.

(This is all off of wikipedia, if someone has more direct knowledge they're probably right if they say different than me.)
