Zero chance. Zero votes from Bradley, Drake, Evansville on this, and Loyola will vote how they're told to vote. Also suspect UNI, IL St, and IN St would vote with that private core, as well.

Geography does play a part in it.

Geography is always cited as the huge detractor, and then like you say the other MVC schools have been in the league forever and all want to play each other (talking about the eight, not including Loyola, obviously). Plus Dakotas are a package deal, at least two, if not the whole four.

I also supect resentment from UNI, at the least. They were top dogs in the football conference, until NDSU ruined that. Why would they want that to happen in basketball too?? Won't fvote for NDSU, and SDSU won't go without NDSU. So that's that.
