It was pretty well known that the league had assured App they would eventually get a travel partner, however the delays in finding one was more down to finding a program that fit and everyone could agree with, especially once JMU said no.

The Sun Belt was still reeling after Georgia State was admitted without consulting the full body of Presidents, and the losses of WKU and MTSU to CUSA. They had to redesign our entire expansion procedures in that time frame, and elect new leadership to the Presidents and Chancellors board. As a result, App went without a travel partner for probably a year longer than the league intended for them too.
