IMO the biggest reason that the NBA should not expand now is that they have competitive balance issues that might ensure an expansion team stays at the bottom for a long time. The NHL has its own issues, particularly if you're putting a team someplace like Las Vegas where nobody grows up playing hockey or even knowing anything about it, but you can sell hope about an NHL expansion franchise more easily than an NBA expansion franchise.
As for Seattle, the Key Arena site is IMO the best location, but who knows if they can ever find the money to demolish it and build another arena on the site, or do a radical renovation and tear out everything except the bare bones, so they can build a money machine with boxes and premium seating a la Staples Center or the new Vegas arena.
