Under current rules, no - a team needs a conference invite to move up.

In addition, even if THAT barrier was overcome, it would be 8 years I believe before that conference could apply for an auto-bid. Of course they are ineligible for the post season for 5 of those anyways.

D1 doesn't need more teams - if a school with adequate resources wants to make the move, and has a home, more power to them. But schools are DII for a reason.
