Drecommitted after a red shirt year at Montana St in 2015, I believe.

I thought de-committing is when you commit to a team and back out. Maybe he did this, but all I see is a transfer after his freshman year.

Hoy did not de-comitt
It clearly says in the article that after a head coaching change and another qb (Bruggman) committing to Montana state , he wasn't going to be the starter. Having discussed with family and the new head coach , asked for his release and granted it.

So I guess you are agreeing with me.
