Is this talk about restarting football for them like 20 years?

As for Little Rock? With the Hogs moving all their home games to Fayetteville? Little Rock would not be in competition using War Memorial Stadium. I do not see any blocking from Fayetteville if Little Rock do restart their program. Little Rock did win the Little Rose Bowl game at the JC level.

If Little Rock wants to restart at the FBS level there's no way in hell the Hogs would allow it. The Hogs renewing their lease at War Memorial all but killed that ambition for now. Also, nobody cares about what their football team achieved as a JUCO 60 years ago. That would not be a factor for the Trojans to restart their team.
