I just got the LG OLED UHD tv and it is amazing. Start there. Then, grab an XBONE S. it will play UHD discs while the PS4 pro cannot. If that's not a big deal to you, grab a gaming PC from iBuypower. They literally built me a PC for less than I could've myself and they give lifetime tech support included. I also received 4 games free.
The gaming PC has better graphics, frame rate, and gaming choices than anything else out there. It's amazing.
I snagged a gtx 1070 Gpu, i7 7700k processor, 240ssd, 2TB HD, 700w power supply, RGB integrated case, 16gb ram, mech keyboard, headset, 4 games for less than $1400. About the same as a personal build without the keyboard, headset, or games.

The PS4 pro and XBONES can't match the PC frame rate. If brute power and amazing graphics are important, go PC. Plus, you can always tell your responsible friends it's for work!

In all actuality, a gaming PC is a good way to go for bang for your buck. It's not going to go obsolete anytime soon, the resources and marketplace support for PC games is astonishing, and most, if not all, can still be set up in a console-esque manner (I have a gaming PC hooked up to the TV in my basement whenever I need to scratch my RTS or MOBA itch). Hell, there are Console-PC hybrids (albeit that are underpowered and overpriced) called "SteamMachines" that are linked to the Linux-based Steam Marketplace, which is a service I would recommend to any uninitiated PC Gamers.

The only issue with PC is that many of the AAA console games do not end up with PC ports until after the fact, and many of those ports are ****** at best and apocalyptically awful at worst (Arkham anyone?)

I've played all the Arkham games except Arkham Knight on the PC using a 360 controller. They've all worked fairly well

But I've heard Arkham Knight on the PC is unplayable so I skipped that one. Was it made by a different developer?

I'm worried that the new Red Dead Redemption will be console only like the first one, which is one of my favorite games on the 360
