RE: Does anyone genuinely believe...
Not that I don't have anything better to do, but I went looking at Obama's campaign position sheets from last year. Actually, a lot of the broad brushes he talks about in there are actually in this plan. However, there are 2 big things that are missing from this, which I recall being stuff that were at least brought up on the stump as the kind of change he was bringing.

1. Catastrophic insurance coverage, to avoid the bankruptcy it brings (#1 cause of bankruptcy, as they say in the position paper)
2. Everyone will have insurance benefits as good as what Congress gets

Unfortunately, both of those promises cost a lot. Probably why they're not in there, but they were key talking points for beating up on the other side and talking about why Obama's plan was what you should support, if my memory serves me right.

I haven't been able to find enough records about what was discussed through the debates on health care. I will say this (though my memory usually isn't that good) - I don't recall much time being spent on it, and it was largely on platitudes/talking points on both sides. It sure wasn't a substantive comparison.
