Just seems unlikely to me that this particular field is a net loser when comparing government aid under Obama vs. guessed-at future tax increases. The stimulus bill allocated $6bil to a loan guarantee program (should help counteract the lending freeze-up from the financial collapse, covering approx $60 bil in loans), and created a 30% manufacturing investment credit. It also hits the demand side, with $6 bil to fund energy efficiency improvements in federal buildings and $3.4 bil to fund renewable energy programs in states, and replaced the 30% renewable investment tax credit with grants (helpful given the collapse of the tax equity market now that financial institutions have no profits to shelter).

I think the likelier culprit drying up capital in the PV industry is existing overcapacity.
A PV-Tech article from late 2008 ( http://www.pv-tech.org/news/_a/massive_1...apse_in_2/ ) said production exceed installation by 100% in 2008, and predicted that to climb to 170% in 2009, with prices dropping from $4.20 per watt to $2.75 per watt.
