I disagree with you on some of this. I can't see a C-USA, MAC, or even a Sun Belt school scheduling a road game against a school that isn't fully at the 1-A (I hate the FBS and FCS labels, so I use the old labels) level. It is extremely rare for any 1-AA school to host a 1-A school. For the 1-A school, there's usually too much to lose and not enough to gain in that arrangement. But, who knows, maybe it'll happen.

Non-BCS Possibilities include Navy (nearby Naval bases in Florida and Mississippi); Central Florida (former Sun Belt member); Louisiana Tech (former Sun Belt member); Tulane (regional rival); TCU (if you aren't already playing in Texas); Miami-OH (played in 2003 GMAC Bowl); East Carolina (played two bowl games in Mobile); Memphis (regional rival).
I would welcome the opportunity for UCF to play USA. I know people who attended USA. I almost went to USA for graduate school but decided on UCF instead (still would've been a Knight since UCF was where I did my undergrad work, anyway). I go to Mobile every year to visit family and would enjoy watching USA play some football.
