The last time Army played a tougher schedule than Rice was the 1940s.

Navy and Air Force play the bulk of their schedules against conference opponents, as do we, and their conferences are better than CUSA. Army typically plays a couple of P5s (maybe tougher than anyone we play), a couple of FCS (typically easier than anyone we play), and the rest regional G5s (generally comparable to CUSA). And, of course, each of them play the other two in the Commander-in-Chief series. With our playing Arkansas, TexasU, and UH this year, our schedule is rated 69.36 (42nd) by Sagarin, compared to Navy's 66.75 (65th), Army's 58.03 (132nd), and Air Force's 55.84 (149th). So ours is tougher this year, at least in the eyes of Sagarin. For 2019 the Sagarin numbers were Rice 61.66, Navy 67.55, Army 60.31, and Air Force 64.71, so two of the three of them had tougher schedules, and Army's was roughly comparable. By the way, per Sagarin, at this point we'd be dogs to 47 FCS (1-AA) schools on a neutral field.
