Well I guess it's a number for schools that have that kind of money. When I worked at Purdue, 20% was their goal.

Wow, they must have gotten to my dorm last, lol. From my last visit, there isn't much more greenery than when I was there 30 years ago. Their new construction seems to have gone towards things with economic and academic return. They also built from what I can see, two completely new campuses. Purdue does have the advantage of connected space to grow. With one exception. They lost out on being an Elon Musk space site because of one low railroad bridge. Ohio St is knocking down buildings, left and right. Michigan looks like a Chinese expansion city with the cranes towering over that campus. As you say, $$$$.

For Toledo? They should be under more of a microscope. It's already a beautiful campus. Unless privately or externally funded, landscaping and one-less concrete path (one more mud path created by students taking the sensible route) is below new toilets on the list of infrastructure needs. And if externally funded by government money, my opinion would still stand: this is not priority. It's pork.

When was the last time you walked the sidewalks in the Mall? When was the last time you walked along the roadway between Mall and U Hall? If you had you would at least be aware of and informed about the poor condition of many of those sections which have not been replaced in 20+ years, plenty of ADA issues and safety concerns (potholes, uneven sections, trip risks). There was a detailed inventory of this area and risks to people using them, landscaping is also possible since entire area will be excavated and re-designed. And was funded under priority identified by UT via that state capital improvements budget provided to colleges.
