Directly I'm pretty sure no but many if not all eventually use CFP standings for a tiebreaker and if one school is undefeated in OOC and another has a non conference loss the school undefeated OOC is going to be ahead 9 out of 10 times.

Using OOC games to determine standing is ridiculous because it encourages scheduling cupcakes over good competition. In professional leagues there isn't as much difference between the best team and the worst team so it is more fair to consider all games and not just division games. There are a lot more teams in college football and a lot more variation between Alabama and FCS schools.
