It seems to me that this year, more than the past, most of the non-P5 bowl teams are playing each other.

Is this because of COVID or something else?

The only exceptions are Tulsa-Miss State, Cincy-Georgia and maybe BYU-UCF.

Am I not remembering accurately, or is this a manifestation of Mack Brown's suggestion of the G5 teams having their own playoff?

I look forward to mostly astute observations.

AAC usually plays 3 or 4 , maybe 5 P6 opponents a year, depending on how things fall.

This year we lost several bowls to COVID which had P6 opponents.

In a normal year we should have full time tie ins vs. the ACC in the Military Bowl and Fenway Bowl, as well as partial ties in the Birmingham Bowl and Gasparilla Bowls vs. the SEC. In an average year (non COVID) I would expect a minimum of 3, max of 5 P6 bowls. This year we had two.
