NCAA Blanket Football Waivers due to COVID
Seems to be a bunch of confusion on this that comes up in multiple discussions. Here's a few clarifications directly from the NCAA:

So you don't have to be a senior. This year doesn't count against the standard 5 years to play 4 seasons rule. So that if you play this year, the rule is essentially 6 years to play 5 seasons (including 2020 year and season). And if you sat out this year (pretty sure nobody did this at UC), you have 6 years (including 2020) to complete 4 seasons.

Since this year "doesn't count", nobody uses up their eligibility this year. Anybody who would have used up their eligibility this year under previous rules can come back next year and NOT count against the team scholarship level of 85 (normally). But it sounds like that only applies for one year. After that, the school is back to being limited to 85 including all players under the 6 years to play 5 plan.
