Um, it's based on plenty of facts. You/we simply don't think those facts warrant no fans in the stands.

If those facts are so overwhelming, why is Rice even trying to get play football? Why is it OK for family members to be in the stadium? Why are there students on campus?

These “facts” and the decisions base on them seem to be more opinion than actual fact.

I just note that lots of schools seem to be able to play in front of crowds on a regular basis, and wonder why we are different.
