I know student government leadership was consulted on spring term schedule and supported idea of the five "no class" dates in replacement for spring.

Yep, and from a student performance perspective, it has been shown that intra-session breaks do more to harm a student's ability to perform well in courses than a 15-week straight semester at the Universities who have moved to that model fully.
