I like this idea better. No one can rightfully complain about being left out if they let both regular-season and conference tournament champions in.

Why is anybody ever left out, anyway? Every year, you can play your way through your conference tourney right to the NCAAs, and theoretically to a natty, even if you went winless in the regular season.

For real. Everyone is basically in the field at the start of the conference tournaments. I don't feel bad for schools like Syracuse (using them because I remember Boeheim complaining one year) who lose 14 games and cry when they get left out.
