Maybe, maybe not. To me, the first thing that screwed up the count was the feds paying way extra for all Covid cases. No hospital is so pure as to miss that opportunity.

If I were a financial officer at a hospital... every single person that came in without insurance would be an automatic Covid patient. Most people with insurance that came in would be an automatic Covid patient.
