Again, it is subjective on how you define "Quarterback U." From a historical standpoint of programs that produce NFL QB draftees both USC and Notre Dame came to mind. I did some research just to see how they stacked up and both programs have done fairly well in that department - Notre Dame less so in recent time. In terms of playing in the NFL with a successful career/longevity you're talking about a very small portion across all college programs. The odds are against it.
