When the decision to build and fund the NFL,stadium in Nashville was made in 1995 and 1996 the Democrats controlled the office of the governor (Bredeson), the state senate (18-15), and the state house (61-38).

You have the Democratic party to blame.

Yep. And Bredesen was Nashville through and through. He even called Dunavant to borrow the analysis and PR that they had put together for the Memphis NFL bid.
