Well that's just everyone's approach, e.g., at LSU they try to "build a wall" around the state to keep the best Louisiana players, but then try to raid Texas, Georgia, Alabama, Mississippi and Florida for top talent their too. At Florida, Alabama, and Georgia, they do the same thing in reverse. USC does it with California, Ohio State does it with Ohio, Penn State with Pennsylvania, etc. etc.

If your school is located in a talent-rich state, you try to get as much of that as you can, then raid other states for good players too. If you aren't, then you build networks in neighboring states that are. E.g., Michigan takes pride in the long list of Ohio talent it has managed to lure to Michigan, Oklahoma the same with regard to Texas, etc.
