I think he means that if SDSU had joined the Big West (as they were going to, when they were signed on to Marinatto's goofy idea of a coast-to-coast "Big East" football conference) then the Big West would not have considered UCSD.
Still, I agree with jdgaucho's point that SDSU will regret that UCSD moved up.
For now, SDSU still is the hometown team. SDSU has traditionally been much larger than UCSD, and SDSU graduates tend to stay home. SDSU has more alumni living in San Diego than UCSD has total living alumni.
But that's changing. SDSU spun off its San Marcos satellite campus in 1989, and hasn't really grown enrollment since then. And a few years ago, the UC system targeted Davis and San Diego as the campuses that have room to expand.

How has SDSU remained basically stagnant for 40 years while everyone else is exploding?
They have run out of space. They had over 94,000 applicants for the fall of 2019, which puts them in the top ten in the country.
