They have a space setup just for that though, on the plans its called "Rec sports/Open space" basically a big green area that can be used for multiple things, and would be perfect for tailgating.
Flip it around, put the kids park and the greenspace close to uptown where the shops and bushiness are. Those are the areas that people will be going to to hang out, let their kids run around etc, then go grab a bite to eat before or after. Put the lake and the dog park on the opposite end from where they are now, and they serve the exact same purpose, while making the two sections near uptown much more useful and convenient to the community.
The issue is that it on the current plan the greenspace is literally as far away from the stadium as they could possibly make it and still be within the city-walk footprint. Almost as if they said "We want a big green open space, but we dont want it to be useful for tailgating, what is the best way to accomplish this?"
It looks to me like there's a pretty large green space area on the south side of the lake/pond/large puddle.
