Coworker’s son is at lower-ranked Kent State. Why? In her words, “far too urban,” and “scary ghetto.”. I’m guessing the same reasons white suburbanites send their kids to OU.

I think UC has done about as much as they can with respect to this issue. This coworker son sounds like someone who just wanted to go to college in a small town. There's lot of people who prefer that experience (especially people who come from small towns themselves or suburban communities that have basically only been built up in the last couple decades).

I think Bearcatman hit the nail on the head that our ceiling is probably in the 110-140 range. The school does reject 25% as you note, but the schools in the Top 100 appear to reject ~40% or more. Its noteworthy that UC's "Next Lives" initiative has a plan to increase the number of students from Cincinnati Public Schools. This does not sound like they plan on being more selective in the future, in fact this sounds to me like the acceptance rate will only get higher.

From an outsider's perspective (I return to Cincinnati once or twice a year), the urban core is changing at a more rapid pace than at any other point in the last generation. UC has done wonders in Clifton. Combined with a steady march in property improvements coming up from Over the Rhine and a substantial investment in Peebles Corner and Walnut Hills, I feel like the organic changes will mesh with UC's intentional investments in a substantial manner.
