The point is it is easy to set things up with 10 schools for round robin in football. It is not with 11 because everybody have to play 10 conference games, and they would have trouble getting a P5 game. UCF 13-0 with no P5 games to play, and lets say Boise State knocks off #1 ranked Alabama in regular season, but loses to Air Force but won their ccg with a record of 12-1. Who would get the access bowl? Not UCF because they beat nobody. Boise State would be ranked higher since they beat Alabama. That is why they need #12 to replaced UConn.
