Not completely true. Although rare, the USMNT has played on turf. The USWNT does it more commonly. It’s also not very rare for them to lay temporary grass over turf for the USMNT.

Either way, it makes no sense to me to dump money into that place when there will be a brand new high end facility right down the road

Except that some events, such as the Magic City Classic, won't play in the downtown stadium for a variety of reasons(history & tradition, size, tailgating, etc). The Magic City Classic will easily pay for the cost of Legion Field's upkeep.
