Could be wrong, but I think the rule is you cannot serve alcohol at an on-campus venue.

I think that rule has "softened".I know they sell beer throughout the UD Arena for Dayton basketball games. I know the chair back seats at MACC have access to beer wine at pregame buffet on 2nd floor and you can bring the beer/wine to your seat in plastic (non glass). Maybe a "happy hour hoops" type promotions could draw some students (and Alums!) to the game?

Is that because it was "given" to certain people? As opposed to sold to them?

At UD it is sold at specific beer windows- bud/bud light. I think it was $5 last year-at KSU it is part of the ticket I was offered to use by a season ticket/chairback seat+ I did not pay for the beer(s)- I assume the ticket price reflected the cost of beer and buffet.
