But national security is clearly a primary responsibility. And when Latin America is in as deep doo-doo as it is, and when China is already swooping in to take advantage, then we have a clear national security interest in doing so.

This. What people don't realize is China is doing to the U.S. what the Brits did to them during the Opium Wars. Fentanyl doesn't come from Mexico. The Chinese take it there to bring it into the U.S. That alone is reason enough to spend Billions to keep it out.
